"The instrument is natural, and the standard is not false". As a standard and criterion, standards are of great significance to the healthy development of the industry. Past practice has proved that the earlier, more solid and more refined the standard, the more obvious, more extensive and far-reaching the effect of scientific innovation. At present, our country government is fully deploying "Made in China 2025", accelerating the transformation and upgrading of the manufacturing industry under the dream of a manufacturing power, and the construction of the standard system has become a content that must be paid attention to for a long time in the future. Whoever masters the standard and becomes the setter of the standard will have the dominance and voice in the competition.
Shortcomings - big but not strong
The equipment manufacturing industry is the top priority of China's construction of a manufacturing power during the 13th Five-Year Plan period (2016 to 2020). When determining the implementation of the "High-end Equipment Innovation Project", "Made in China 2025" also proposes that by 2020, independent development and application will be achieved in the fields of large aircraft, aero engines and gas turbines, civil aerospace, intelligent green trains, energy-saving and new energy vehicles, marine engineering equipment and high-tech ships, complete sets of smart grid equipment, high-end CNC machine tools, nuclear power equipment, and high-end diagnosis and treatment equipment.
In addition to the policy emphasis, our country's equipment manufacturing performance in recent years is remarkable. At present, the output of most equipment products in China ranks first in the world, and at the same time, it has also entered a new level in autonomy, with major breakthroughs in manned spaceflight and lunar exploration projects, "Jiaolong" manned deep submersibles, large transport aircraft and large passenger aircraft have completed the layout, and important progress has been made in the development of the work. Significant progress has been made in the development of emerging industries, and the development of emerging industries such as intelligent manufacturing equipment, marine engineering equipment, advanced rail transit equipment, and new energy vehicles has achieved remarkable results. According to 2015 data, the output value of China's high-end equipment manufacturing industry has accounted for more than 10% of the equipment manufacturing industry.

Even so, China's equipment manufacturing still carries the hat of "big but not strong", with prominent problems such as weak independent innovation ability, backward basic manufacturing level, low-level repetitive construction, and difficulty in the promotion and application of independent innovation products. It is mainly reflected in four aspects:
1. The design and manufacturing technical ability is not strong. The most important manifestation is the import dependence and export structure problems caused by weak innovation ability, and the increase in industrial security risks. The root of these problems lies in the weak ability of independent innovation, which seriously restricts the sustainable development of the equipment manufacturing industry and the improvement of international competitiveness.
2. The product structure is unreasonable. There is a serious shortage of major technical equipment and high-tech product production capacity, resulting in a large influx of foreign mechanical and electrical products into the domestic market.
3. The industry has outstanding overcapacity. Local governments have unilaterally pursued the speed of development and shifted their investment focus to the equipment manufacturing industry, resulting in overheating investment in some emerging industries, overcapacity and hidden advantages, and the risk of excessive competition intensifying.
Fourth, high-end equipment cannot meet the demand. Low-end simple machinery overcapacity, high-end equipment manufacturing lacks. In emerging industries such as new materials, information, and new energy vehicles, there is an urgent need for the guarantee and support of new equipment.
A large part of the above problems is due to the lack of industry standards. Taking robots as an example, in the early stage of the development of the robot industry, the lack of industry standards led to melee and barbaric growth. At present, the industry standards of our country's robot industry still follow the machinery industry standards formulated in 1996; In terms of calibration, there is no unified testing institution specifically for robot calibration and measurement in China.
What can we do after passing the standardization threshold?
As mentioned in the opening article, standardization has become a major hurdle that equipment manufacturing must cross, otherwise it will always hinder the development and growth of the industry. So, what can we do to get over this hurdle?
Country - when standardization is in progress
Standardization is the work that the state has been promoting. From January to March 2015, the Ministry of Industry and Information Technology carried out research on the conditions of pilot demonstration elements, compiled and issued the "Conditions for Pilot Demonstration Elements of Intelligent Manufacturing", established a comprehensive standardization working group for intelligent manufacturing, formulated the framework of the comprehensive standardization system of intelligent manufacturing, and started the formulation and revision of basic and general standards in key areas, and planned to release the "Guidelines for the Construction of Comprehensive Standardization System for Intelligent Manufacturing" by the end of December.
At the same time, the National Standardization Administration and the Ministry of Industry and Information Technology jointly carried out the pilot work of international high-end equipment manufacturing industry, and issued the "Notice on Organizing and Carrying out the Pilot Work of National High-end Equipment Manufacturing Industry", which requires that on the basis of the existing national standardization work, relying on the national new industrialization industry demonstration base in the field of equipment manufacturing to carry out standardization pilot work, by strengthening the implementation of high-end equipment manufacturing industry standards, accelerating the development of technical standards, improving the technical standard system, and accelerating the application and industrialization of innovative achievements. Promote the equipment manufacturing industry to become stronger.
Local - create a superior environment
It is very important to promote standardization and form a cohesive force from the central to the local government. Taking Guangdong, a pioneer in manufacturing development, as an example, the Guangdong government has always attached great importance to the planning and implementation of the standard system for strategic emerging industries, and in the 453 local standard pre-approval projects proposed in the planning and roadmap of the three major standard systems of high-end new electronic information, LED lighting and electric vehicles, the provincial finance directly allocated 42 million yuan for this work.
In September this year, the Guangdong Provincial Bureau of Quality Supervision and the Guangdong Provincial Commission of Economy and Information Technology jointly released the "Guangdong Province High-end Equipment Manufacturing Industry Standard System Plan and Roadmap". Starting from the top-level design, four industrial standard systems of intelligent manufacturing equipment, general aviation equipment, urban rail transit equipment, marine engineering equipment and shipbuilding in Guangdong Province are planned, and the strategic promotion process and goals of industrial standardization are put forward from five aspects, including "standardization research, platform construction, key standard formulation and revision, policy measures, expert team and professional talent construction". This is of great strategic significance for Guangdong Province to accelerate industrial transformation and upgrading, improve the quality of economic development, build a modern industrial system, and realize the transformation from a large manufacturing province to a strong manufacturing province.
In the advanced equipment manufacturing industrial belt on the west bank of the Pearl River, Foshan is also a promoter of standardization. Foshan City takes the standardization strategy as the driving force for the leap from "Made in Foshan" to "Made in Foshan", and makes every effort to build an advanced equipment manufacturing industrial belt on the west bank of the Pearl River. Up to now, 32 national standards, 17 industry standards, 5 local standards, 2 alliance standards, and 21 enterprise advanced standards led by the city's equipment manufacturing enterprises have obtained the "International Standard Product Mark Certificate".
High-end equipment manufacturing needs the support of high-tech and high-tech talents, and needs policies and industrial support, but fundamentally let the market play a decisive role in the allocation of resources, so that enterprises can continue to innovate and make breakthroughs under the pressure of market competition.
Enterprise - innovation-driven leapfrogging
The impact of the lack of standardization on the domestic equipment manufacturing industry is mainly reflected in the weak independent innovation ability, backward basic manufacturing level, low-level repetitive construction, and difficulty in product promotion and application.
Therefore, the contribution of enterprises to promoting standardization is innovation. As Premier Li Keqiang emphasized at the executive meeting of the State Council, "establish equipment manufacturing as the main battlefield of our country's scientific and technological innovation", and actively promote technological transformation and upgrading. The key to promoting "Made in China 2025" is to promote "Made in China". "Gathering wisdom to achieve great things", it is necessary to stimulate market vitality and truly promote the intelligent transformation of Made in China through mass entrepreneurship and innovation, with fresh ideas emerging from more than a billion people.
New era, new requirements, new standards
The development of intelligent manufacturing has put forward new requirements for standardization. The intelligence of products, equipment, production, management and service requires real-time exchange, accurate identification, intelligent processing and rapid update of data information between equipment, people, enterprises and products, which must be completed by formulating systematic technical standards, service standards, management standards and safety standards.
Finally, the author attaches five ways proposed by Liang Litao, director of China Institute of Aviation Integrated Technology, on achieving standardization:
First, through the construction of a standardized service platform, the integration of standardized resources, the encapsulation of standardized knowledge and solutions, the connection of more groups, the provision of interaction mechanisms, the needs of the group, the maximum realization of knowledge utilization.
The second is to extend from the integration of traditional standardized business processes such as standard formulation, knowledge transfer, conformity assessment, and consulting services to brand marketing, quality improvement, and scientific and technological innovation, and build a service format with extensibility.
The third is to integrate fragmented, ambiguous, and offset requirements into real-time, quantifiable, and traceable key data through big data integration and analysis technology to meet individual needs.
Fourth, through the process of data discreteness, relationship definition, module division, targeted storage, and customer customization, a fully structured standard is built, and a new model of standard cloud services is built to achieve refined search, correlated push, and personalized customization of standards.
Fifth, for areas where the value of standardization is highlighted, standards and standardized services will become the government's "think tank", the "criterion" for enterprise self-discipline, and the "way" for consumers to participate in public governance and information transparency.
